Oil at ninety and climbing, a war in its ninth night, and most capitals are still offering some version of "monitoring the situation closely." Translation: nothing decided, please stop asking. Spain settled its business on a pitch, in front of everyone, with a final score. Governments could learn something from that.-- MB
